England Recall Bukayo Saka While Bellingham, Phil Foden & Grealish Are Left Out
The Arsenal forward has scored a dozen goals in 44 games for England.
England have called up the Arsenal winger for next week's matches versus Wales and Latvia, but there is no place for Bellingham, Phil Foden or Grealish.
Arsenal forward Bukayo Saka missed last month's qualifier successes against Serbia and Andorra with a hamstring issue.
The 24-year-old made a comeback for Arsenal and found the net in their 2-0 win against the Greek side on Wednesday.
The England international replaces Arsenal team-mate Noni Madueke, who is out of action till next month with a knee injury.
The Three Lions meet Wales in a warm-up match at the national stadium on Thursday prior to a World Cup qualifier in Riga on 14 October.
Should England triumph in Latvia, they will need a just two more points from their last two qualifiers against Albania and Serbia in the next month to reach next summer's tournament in Canada, Mexico and the United States.
Leverkusen's Quansah comes in for Newcastle's Livramento, who is sidelined for two months after suffering a knee issue against Arsenal last weekend.
Anderson and Spence, who earned their first England call-ups last month, retain their places. Ruben Loftus-Cheek also keeps his spot, even with the recovery of Adam Wharton.
Saka has only played a single match for the manager since taking over as national team boss, due to injury concerns.
The midfielder was absent from the previous squad as he was rehabilitating after a shoulder operation and has managed just a single start for his club after coming back from injury.
The Manchester City player was left out from Tuchel's last England squad following a loss of form and has been unsuccessful in returning, despite a strong start to the campaign with Manchester City.
The forward also is excluded in spite of a resurgence on loan at Everton. The 30-year-old has not played for the national team since last year.

'Focus on omissions over inclusions'
Thomas Tuchel's latest England squad brings scrutiny to the players the boss has omitted instead of the included names.
Jude Bellingham's omission may raise some eyebrows but Tuchel understandably feels there is no need to recall the Real Madrid star.
City’s Phil Foden and on-loan Everton forward Jack Grealish have both excelled in the early stages of the campaign.
Those who Tuchel utilised in England's qualifying victories against Serbia and Andorra merit the reward of continuity.
There will be disappointment that the Gunners’ Madueke is not included because of injury.
Anderson has settled well at England senior level.
Tuchel is a admirer of Grealish, in particular, and also Foden.
If there is one surprise, it is the exclusion of Palace’s Wharton.
The star, of course, will be required further down the line.
